While he was maybe a teeny tiny bit over protective of Herbie at that moment, I think some of the rage shown in that face was due to him being frustrated because the other boys kept moving the racing stripes and #3 emblem around on the picnic table. He was having an OCD minute and was just protecting the decorations :) But to be fair, notice that H is the only one at the table without a cake plate.
